Jammu & Kashmir Housing & Urban Development Department Honoured with Dual SKOCH Awards

The Housing and Urban Development Department (H&UDD) of Jammu & Kashmir has achieved a major milestone in the field of digital governance by winning two prestigious SKOCH National Awards—Gold and Silver—for its innovative and citizen-centric digital transformation initiatives at the SKOCH Awards ceremony held in New Delhi.

These awards were given for specific projects. These include the ‘Automated Building Permission System’ (ABPS), which uses GIS-based land use along with Auto DCR technology, and the ‘J&K Gati Shakti GIS Asset Mapping System’ for comprehensive GIS-based asset mapping, monitoring, and infrastructure planning.

The concept and initiation of both projects were carried out under the visionary direction and continuous guidance of Commissioner Secretary Mandeep Kaur. The aim of these initiatives was to transform public service delivery in the urban development sector and enhance digital governance. The Automated Building Permission System has revolutionized the building permission process by integrating Auto-DCR technology with GIS-based land-use verification to enable the automated scrutiny of building plans.

The J&K Gati Shakti GIS Asset Mapping System has enabled the digital mapping and monitoring of public infrastructure assets across Urban Local Bodies and government agencies. Through advanced GIS technology, this platform facilitates evidence-based planning, inter-departmental coordination, efficient asset management, and informed decision-making. These two initiatives have brought about revolutionary changes in public service delivery, digital modes of government functioning, monitoring mechanisms, and data-driven governance across Jammu and Kashmir.
